The 2026 Hot Topics Survey reveals that 36% of HR professionals now cite AI as their critical issue for the coming year, placing it above Leadership Development at 27% and Performance Management at 26%. This represents a dramatic rise from AI's position at #22 in 2023, #9 in 2024, and #3 in 2025, indicating that the experimental phase of AI in HR has concluded.
The data suggests HR departments are moving toward full-scale implementation of AI technologies, focusing on automating administrative tasks and enabling data-driven decisions. Debbie McGrath, CEO of HR.com, emphasized that HR can no longer afford to backburner AI implementation, noting that it affects virtually every HR function and will transform how white-collar work is performed throughout organizations. The rise of effective agentic AI means HR professionals must consider both how AI affects their own work and how it impacts work across entire organizations.
Leadership Development, which held the top spot in 2025, has moved to second position as organizations pivot from general leadership training to specialized management of hybrid and AI-augmented teams. Performance Management has seen significant growth, rising to third position from sixth in 2025, reflecting growing dissatisfaction with legacy review systems and a move toward real-time feedback loops enhanced by AI technologies. Employee Retention has stabilized at fifth position with 24% of respondents citing it as a priority, down from its peak of 63% during the 2022 "Great Resignation" era.
Legal and compliance issues rose to sixth position at 22%, likely driven by new global regulations surrounding AI ethics, data privacy, and changing labor laws under a new US administration. The survey findings indicate that HR professionals are increasingly being asked to act as "Human-Technology Integration Specialists" alongside their traditional roles. The simultaneous rise of Performance Management and AI priorities suggests that software replacement and automation tools demonstrating clear return on investment will dominate HR technology purchasing decisions in 2026.
