A Delaware resident for over a decade, he is actively involved in the Middletown, Odessa, and Townsend communities. He holds a Juris Doctor from Western Michigan University Cooley Law School, a Master's in Public Administration, and a Bachelor's in Social Relations from Cheyney University. Williams is a veteran of the United States Army and the Pennsylvania National Guard.
