Wrap Technologies, Inc. (NASDAQ: WRAP) and XINSURANCE have announced a strategic partnership to develop and launch the WRAP Safe Response Program, a certified operating standard for organizations that employ or contract security personnel. The program aims to establish a documented standard for training, equipment, and response before encounters escalate, targeting a U.S. workforce of approximately 1.28 million security guards across corporations, healthcare systems, schools, retailers, hospitality properties, transportation networks, critical infrastructure, and other environments.
The initiative follows the June 15 Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) ruling that classified the BolaWrap 150 as neither a firearm under the Gun Control Act nor a weapon under the National Firearms Act. This ruling removes a federal barrier to its use as an early intervention option for unarmed security personnel, paving the way for broader adoption in the private security sector.
Under the partnership, WRAP will own, certify, and audit the Safe Response standard. Organizations can adopt the standard for their own security operations and require contracted security providers to certify personnel under the program. XINSURANCE will handle insurance activities contemplated by the program, including product design, underwriting, pricing, placement, policy servicing, and claims. WRAP stated that the model expands its addressable market beyond law enforcement by enabling enterprises carrying security-related risk to establish the standard across their properties and contracted security operations.
The BolaWrap 150 is a patented, non-lethal device that deploys a multi-sensory distraction of sight and sound as a first response, followed by a non-lethal restraint if further escalation is required. It is designed to provide law enforcement and now security personnel with a safer choice for managing non-compliant individuals before resorting to higher-force options. The device does not shoot, strike, shock, or incapacitate; instead, it helps officers and security guards strategically operate pre-escalation on the force continuum, reducing the risk of injury to both officers and subjects. Used by over 1,000 agencies across the U.S. and in 60 countries, BolaWrap is backed by training certified by the International Association of Directors of Law Enforcement Standards and Training (IADLEST).
This partnership is significant for the private security industry, which has long sought non-lethal tools that can de-escalate situations without causing harm. The Safe Response Program provides a framework for consistent training and equipment standards, potentially reducing liability for organizations and improving safety outcomes for security personnel and the public. For the industry, this could lead to wider adoption of non-lethal technologies, influencing how security operations are conducted across various sectors, from corporate campuses to healthcare facilities and schools.
The ATF ruling and this partnership signal a shift in the regulatory landscape, making it easier for private security firms to deploy such devices. As the program gains traction, it may also encourage other technology providers to develop similar standards, fostering innovation in public safety technologies. For business leaders, the program offers a way to enhance security protocols while mitigating risks associated with traditional force options, potentially reducing incidents and associated costs.
Wrap Technologies, a global leader in innovative public safety technologies, continues to expand its portfolio, which includes the BolaWrap 150, Wrap Reality immersive training platform, WrapVision body-worn camera system, WrapTactics training programs, and next-generation C-UAS solutions. The company’s mission is to provide safer, scalable, and cost-effective technologies for public safety, defense, and critical infrastructure markets.
