CAHEC, a community investment organization based in Raleigh, NC, and Columbia, SC, has announced the closing of Northgate Place Apartments, a 56-unit affordable family housing community located in Talladega, Alabama. The acquisition and rehabilitation project closed effective July 1, 2026, and will preserve long-term affordable housing opportunities for families in Talladega County.
Northgate Place consists of seven two-story residential buildings offering one-, two-, and three-bedroom apartment homes for households earning up to 60% of Area Median Household Income (AMHI). Originally built in 2003, the property will undergo substantial renovations, including new roofs, windows, doors, cabinetry, flooring, HVAC systems, and appliances. Additional enhancements will include upgrades to the community building, new playground equipment, a covered pavilion, and improved outdoor gathering spaces.
"CAHEC is excited to announce its first development partnership with Hollyhand Development, LLC to preserve 56 affordable family housing units at Northgate Place Apartments in Talladega, AL. Originally built in 2003, the property will undergo a substantial rehabilitation, including upgrades to apartment interiors, building systems, accessibility features, and community amenities, ensuring it remains a vital housing resource for working families in Talladega County," said Sarah Hale, Acquisitions Manager at CAHEC.
The project addresses a significant housing need in Talladega County, where affordable housing demand has been rising. Comparable affordable communities in the area maintain full occupancy and waiting lists, highlighting the importance of preserving existing housing resources. The rehabilitation of the project will extend the property's life and improve resident comfort and energy efficiency.
For business and technology leaders, this news underscores the critical role of public-private partnerships in sustaining affordable housing infrastructure. CAHEC's investment model, which includes low-income housing tax credits, historic tax credits, new markets tax credits, and renewable energy credits, demonstrates how innovative financing can drive community development. The use of tax credit programs not only preserves housing but also stimulates local economies through construction jobs and improved property values.
The impact extends beyond Talladega. As affordable housing shortages persist nationwide, projects like Northgate Place serve as a blueprint for preserving existing stock rather than solely building new units. The rehabilitation approach is often more cost-effective and faster, providing immediate relief to communities with long waiting lists. For residents, the upgrades mean lower utility bills due to energy-efficient systems and improved quality of life through better amenities.
CAHEC's partnership with Hollyhand Development highlights the importance of collaboration between experienced developers and mission-driven investors. The project ensures that working families in Talladega County have access to safe, affordable homes, which is foundational for economic stability and growth.
