GeoVax Labs, Inc. (Nasdaq: GOVX) announced today that its GEO-MVA vaccine platform strategy aligns closely with the priorities outlined in the U.S. Department of Health and Human Services Administration for Strategic Preparedness and Response's (ASPR) newly released Public Health Emergency Medical Countermeasure Enterprise (PHEMCE) Multiyear Budget: Fiscal Years 2025–2029. The five-year roadmap emphasizes investments in domestic manufacturing, platform technologies, Strategic National Stockpile (SNS) modernization, and preparedness against emerging infectious diseases and biological threats.
According to the ASPR report, approximately 65% of future medical countermeasure investments are expected to target threat-agnostic and multi-threat technologies. The report also projects a total five-year investment need of about $66.9 billion, underscoring the strategic importance of resilient domestic biodefense capabilities. GeoVax believes its GEO-MVA program, which focuses on establishing a U.S.-based source of Modified Vaccinia Ankara (MVA) vaccine manufacturing, directly addresses these national priorities.

The report also prioritizes platform technologies for rapid response to public health emergencies; the MVA vector is a well-established platform applicable to multiple infectious disease targets. Additionally, the strategy calls for continued SNS modernization and lifecycle management, with GeoVax positioning GEO-MVA to support future orthopoxvirus preparedness. Emerging infectious diseases remain a top priority, and GeoVax’s clinical development strategy for GEO-MVA targets both mpox and smallpox while leveraging the broader MVA platform.
The ASPR report reflects a shift from investing in individual products to investing in strategic capabilities, including manufacturing infrastructure and platform technologies. GeoVax believes this evolution reinforces the long-term value of domestic vaccine manufacturing for future public health emergencies. GEO-MVA is GeoVax’s MVA vaccine candidate for mpox and smallpox, advancing through an immunobridging regulatory strategy after positive Scientific Advice from the European Medicines Agency. The program aims to provide an additional source of MVA vaccine manufacturing capacity for public health preparedness. GeoVax plans to initiate a pivotal Phase 3 clinical trial in the second half of 2026.
